ConcludedThe Orissa High Court recorded adverse findings against police personnel and ordered Rs 1,000,000.
The judgment of the Orissa High Court records the following account. Kandha tribal man a Chandrapur man, collecting firewood, was caught by CRPF personnel during combing operations near Gudari-Chandrapur, brought to the Chandrapur camp and mercilessly beaten, dying on 03-06-2010. The Orissa High Court (Chief Justice's bench) rejected the exhaustion-after-long-walk story, relying on post-mortem injuries, the failure to explain custody injuries, and violation of Articles 14, 21 and 22 first by the CRPF and then the police. Holding both jointly liable for torturing him to death in custody after labelling him a Maoist, it awarded Rs 10 lakh total (Rs 5 lakh each by CRPF and Odisha State Police) within eight weeks (6% interest on delay). It also urged inquiry against government doctors who gave a questionable medical report. (Force recorded as state_police; liability joint with CRPF.). Matters not addressed in the cited judgment text are not recorded here.
