ConcludedThe Manipur High Court recorded adverse findings against police personnel and ordered Rs 1,000,000.
The Manipur High Court held that an Imphal man was picked up from his temporary residence at Nagamapal by Manipur Police Commandos on 20 March 2008 without arrest memo and killed in a fake encounter at Kangla Siphai the same day, and awarded his widow Rs 10 lakh compensation payable by the State within six months through the Court Registry. Police claimed a combined commando-39 Assam Rifles gunfight with KYKL letters recovered; the District Judge (Imphal East) inquiry found no Assam Rifles involvement, disbelieved the police witnesses and found no KYKL nexus, concluding a clear fake encounter. The Court accepted the report, held the deceased an ordinary person, and doubled the usual Rs 5 lakh given the decade-long hardship of the widowed mother of three.
