ConcludedThe Manipur High Court recorded adverse findings against police personnel and ordered Rs 500,000.
The Manipur High Court Division Bench (Chief Justice Laxmi Kanta Mohapatra and Justice N. Kotiswar Singh) held Manipur Police Commandos and 21 Assam Rifles personnel responsible for the 4 March 2009 killing of 12-year-old student a 12-year-old boy, dragged from his Phoubakchao home and shot dead in a paddy field with a planted pistol. Disbelieving the retaliatory-killing-of-a-PULF-cadre version in light of the District Judge's inquiry and eyewitnesses, the Court held the death was caused without procedure established by law. It awarded Rs 5 lakh public-law compensation shared equally by the State and the Assam Rifles within four months, with liberty to seek more civilly.
