Kakching Man vs State of Manipur and Others

The Gauhati High Court (Imphal Bench) held that a Kakching man died as a result of torture by police personnel of Kakching Police Station after being arrested in connection with his wife's death. Accepting the inquiry report of the District Judge, Manipur West, the Division Bench rejected police denials and confirmed custodial violence. The court awarded Rs 5,00,000 as compensation to be held in fixed deposits for the victim's two minor children until they attain 21 years of age. Additionally, the High Court directed the Director General of Police to conduct an in-house enquiry personally or through an officer not below DIG rank to initiate departmental action against the responsible police personnel.
