ConcludedThe Madras High Court recorded adverse findings against police personnel and ordered Rs 500,000.
The judgment of the Madras High Court records the following account. the survivor, an 18-year-old transgender youth on bail with a daily-reporting condition at P-3 Vyasarpadi police station, was subjected to sustained physical and sexual torture by station personnel during his reporting visits. He self-immolated opposite the station on 12 June 2006 and died of burn injuries on 29 June 2006. Relying on the Registrar (Vigilance) enquiry report, fabricated general-diary entries, a tampered accident register and the dying declaration, the Division Bench held the suicide was solely in consequence of the conduct of respondents 4 to 8. It directed the State to pay Rs.5 lakhs compensation, ordered disciplinary action against the five policemen, and left the State free to recover the amount from them.
