ConcludedThe Bombay High Court recorded adverse findings against police personnel and ordered Rs 150,000.
The judgment of the Bombay High Court records the following account. In the night of 23/24 June 1993 a ten-member Crime Branch party led by PI [name withheld] dragged a Nagpur man, a 32-year-old railway khalasi, from his Ajni Railway quarters residence, beat him near his house and again in the police lock-up, where he died in the early hours of 24 June. His wife [name withheld] alleged she was illegally detained, assaulted and molested by the same personnel, and that the CID registered only Section 304 IPC instead of murder. The Nagpur Bench held a Nagpur man died of custodial violence by the police party and awarded Rs. 1,50,000 compensation to the widow recoverable proportionately from the erring officials. It also ordered an enquiry into the investigating officer's lapses and issued statewide custodial-safeguard directions; the later Supreme Court appeal challenged only parts of the guidelines, not the compensation.
