How we verify →DJB is the statutory water and sewerage utility of the National Capital Territory of Delhi, constituted in 1998 under the Delhi Water Board Act. What happened
The Delhi Water Board Act, 1998 (Delhi Act No. 4 of 1998) establishes a board that is a body corporate with perpetual succession; its chairperson is the minister in charge of water in the GNCTD, and the 'Government' for the Act is the Government of NCT of Delhi.
The CAG's Performance Audit Report No. 3 of 2025 on the 'Functioning of Delhi Jal Board' was laid before the Delhi Legislature on 23 March 2026. It found that total outstanding loan and interest payable stood at ₹66,595 crore as on March 2022, that Separate Audit Reports opined that accounts submitted up to 2021-22 did not depict a 'true and fair picture', and that, except in 2020-21, excess expenditure over income was met from earnest money, withheld security deposits and unspent capital funds.
The audit also found that non-revenue water was 51–53% of the average water supplied per day, affecting revenues by ₹4,988 crore; that transmission losses rose from 16% to 21% during 2017–22; and that the Asian Development Bank withdrew ₹2,243 crore of financing for rehabilitation of the Wazirabad water treatment plant.
What we could not confirm
DJB is a statutory corporation with no share capital, so no shareholding percentage is reported (it is wholly constituted and controlled by the GNCTD). The latest audited accounts available to the CAG were only up to 2021-22, so no current profit/loss figure is confirmed. A current employee count could not be confirmed (the CAG noted a 3,057-staff mismatch between IFMS and personnel records and a rise in regular-staff shortage from 23.09% to 32.12%). The official DJB website did not load during this check; the constitution date and headquarters address are from secondary/official-page search snippets. A Delhi Budget 2026-27 allocation of ₹9,000 crore to DJB was reported in news but is not cited here as an official figure.
